How to beat the Queen's Gambit
1.d4 d5 2.c4: White offers the c-pawn to pull Black's d-pawn out of the centre. It isn't a real gambit, because White can almost always win the pawn back, so the real question is which solid set-up you choose as Black and whether you know its plan.
Three plans that work
1. Decline with 2...e6 and plan your c8 bishop
The Queen's Gambit Declined keeps a pawn on d5. Develop with ...Nf6, ...Be7 and ...O-O, then free your game with ...c5 or ...dxc4 followed by ...c5. The problem piece is the c8 bishop, so decide its route early (...b6 and ...Bb7, or ...dxc4 and ...b5).
2. Or defend d5 with 2...c6 (the Slav)
The Slav holds d5 and keeps the c8 bishop free to come to f5 or g4 before you play ...e6. It is the simplest way to avoid a buried light-squared bishop.
3. Accepting is fine; clinging to the pawn isn't
2...dxc4 (the Queen's Gambit Accepted) is sound if you use the time to develop: ...Nf6, ...e6 and ...c5 to hit the centre. Trying to keep the c4 pawn with ...b5 usually backfires after a4 and leaves your queenside loose.
A line to play

The pitfall
Passive QGD set-ups where the c8 bishop never moves lose slowly. If you play the 4...Nbd7 line, know the Elephant Trap: 5.cxd5 exd5 6.Nxd5?? Nxd5! 7.Bxd8 Bb4+ wins a piece for Black.
